Make all timeouts configurable

Acceptance Criteria

• All hard coded timeouts should be configurable
• All timeouts we run into should be logged

Tasks

• Add a new configuration parameter for the "too-bright" timeout
• Add a new configuration parameter for the backup actor-action request
• Add a new configuration parameter for the failed backup actor-action timeout
• Document all new configuration parameters
• All doings should be logged (eg. waiting n secs, because of..)
